October General Membership Meeting
Monday, October 22nd
7 to 9 pm
Painter Park
34th and Lyndale Avenue
At the October General Membership Meeting there will be a discussion of
several important things happening in Minneapolis and what Lyndales
position as a neighborhood should be them.
The issues we will be discussing are:
* The Public Works Department of the City of Minneapolis has released
a draft City Lighting Policy. We will be discussing what Lyndales response
to this policy should be. We will NOT be discussing whether or not there
should be new lights in Lyndale.
* There are a number of important things happening that will directly
impact the future of LNA. These include the draft report issued by the
Minneapolis Community Engagement Task Force and financial projections from
the City of Minneapolis that indicate that neighborhood funding for NRP
Phase II Plans may be dramatically reduced.
* The LNA Board has also been working on a new decision making policy
for the neighborhood that is an attempt to help make it easy for people to
be involved in the neighborhood and for everyone to understand how decisions
are made. At this meeting the draft policy will be introduced as the
beginning of a process to gather neighborhood input.
* There will also be an opportunity for people to comment on the draft
2008 LNA budget.
These are all very important issues for the neighborhood moving forward and
we would like to encourage everyone to come and voice there opinion.
Also dont forget about Leonardos at Lyndale. LNA will now be hosting a
Leonardo's Basement class for kids approximately 4-12 years old during
General Membership meetings. It's a great alternative to simply having a
babysitter during meetings or no childcare - instead we have a great
enrichment class - so parents can check out what's going on in the
neighborhood & kids get to invent, experiment, build, all sorts of things
with themes that relate to what's happening in the neighborhood.
Westy Copeland, a regular at Leonardo's and a Lyndale resident will be
teaching the classes.
We'll run them early - so those with early start schools can make a portion
of the class - 6:45pm -8pm. Come for just the first 45 min if bedtime is
early. There is a suggested donation per family - for 9 months of classes
for $30, or a drop-in of $10 per class which is a real bargain for
Leonardo's classes. The neighborhood is subsidizing the rest of the cost.

EID Celebration
The Lyndale Neighborhood Association will be hosting an EID Celebration on
Sunday, October 21st from 3 to 5 pm in the Community Room at Horn Towers.
The event will include traditional Somali Food and is a great way for people
to learn about Somali culture.
Everyone in the neighborhood is welcome at this event. For more information
or to help out with this event contact Amira at Amira at lyndale.org or (612)
267-9870.
New LNA Housing, Planning, and Development Committee
LNA is forming a new Housing, Planning, and Development Committee. The
purpose of the Committee will be to work on the built environment of the
neighborhood. The HD&P will be responsible for making recommendations to
the board related to: housing and economic development programs, zoning
requests, and the built environment of the neighborhood.
Were going to be holding an organizational meeting towards the end of
October (no long-term commitment required). To find out more contact Norma
at norma at lyndale.org or 612.824.9402 ext 15.
Youth Farm and Market Project to offer Free Family Health and Cooking Class

Draft Community Engagement Report
The Minneapolis Community Engagement Task Force has released a preliminary
report. The report will also be presented for input and feedback at several
community forums.
Community forums
Tuesday, Oct. 16, 11 a.m. to 1 p.m. (open house format)
Central Library board room, 300 Nicollet Mall
Wednesday, Oct. 17, 6 p.m. to 8 p.m.
Nokomis Park Recreation Center gymnasium, 2401 E. Minnehaha Parkway
Thursday, Oct. 18, 5:30 p.m. to 7:30 p.m.
MLK Park Recreation Center multi-purpose room, 4055 Nicollet Ave. S.
Following the community forums, the task force will reconvene to incorporate
the communitys input into its final report, which will be submitted to the
Minneapolis City Council and Mayor in mid-November.
The task force began by recommending that the City adopt a set of core
principles to formally document its commitment to community involvement. The
recommendations expand upon the Citys current practices and aim to
institutionalize the community input process. They are also designed to
broaden the ways the community can be engaged with the City, expanding
beyond geographic-based groups to also encompass other community
organizations such as business associations, cultural communities, and
advocacy groups.
Report highlights include recommendations to:
* Broaden the types of organizations eligible for community engagement
resources
* Require increased accountability when resources are allocated
* Create a citizen commission of community engagement
* Allocate resources and staff for administration of adopted
Neighborhood Revitalization Program (NRP) action plans and contracts beyond
2009
* Support increased follow-up communication between the City and
community members who have provided input during decision-making processes
A full copy of the draft Community Engagement Task Force report is posted on

The Citys Ten-Year Transportation Action Plan Access Minneapolis is
being created to identify steps that the City and its partner agencies
(Metro Transit, Metropolitan Council, Hennepin County, Minnesota Department
of Transportation) need to take within the next 10 years to improve the
current transportation system and ready it for continued growth. While the
Access Minneapolis plan is based on a long-term (2030) view of
transportation needs, it focuses on actions that should be undertaken
throughout the city over the next 10 years, recognizing that this timeframe
is subject to the availability of funds.
The Streetcar Feasibility Study recommends a long-range streetcar system and
identifies initial operating segments that might be good short starter
segments. The Study evaluated 14 Primary Transit Network corridors to
determine if the operation of streetcar in some of those corridors would be
physically, operationally and financially feasible. The study addressed
capital and operating costs, impacts on transit service, development
opportunities, physical constraints, ownership and operation alternatives,
maintenance and storage facility locations and funding alternatives.
If you need a translator or a disability related accommodation, such as a
sign language interpreter, wheelchair accessible meeting site or materials
in alternative format, please contact Charleen Zimmer, Project Manager, at
612-673-3166 or at Charleen.Zimmer at ci.minneapolis.mn.us at least a week
before the meeting.
