September General Membership Meeting
Monday, September 24th

At this months General Membership meeting we will be presenting information
on how to apply for LNAs new Climate Change Program.
The purpose of LNAs Climate Change Program is to reduce energy consumption
in the Lyndale neighborhood by working with home owners, rental property
owners and managers, and business owners to improve their energy management
practices and the energy efficiency of their buildings.
The goal of LNAs Climate Change Program is to produce real, long-term
reductions in energy consumption by buying down the cost of energy audits
for neighborhood properties and by providing matching micro grants to
implement the changes recommended in the energy audits. You can download
the Program Guidelines and Application by going to www.lyndale.org.
This will also be the first month of Leonardos at Lyndale. LNA will now be
hosting a Leonardo's Basement class for kids approximately 4-12 years old
during General Membership meetings. It's a great alternative to simply
having a babysitter during meetings or no childcare - instead we have a
great enrichment class - so parents can check out what's going on in the
neighborhood & kids get to invent, experiment, build, all sorts of things
with themes that relate to what's happening in the neighborhood.
Westy Copeland, a regular at Leonardo's and a Lyndale resident will be
teaching the classes.
We'll run them early - so those with early start schools can make a portion
of the class - 6:45pm -8pm. Come for just the first 45 min if bedtime is
early. There is a suggested donation per family - for 9 months of classes
for $30, or a drop-in of $10 per class which is a real bargain for
Leonardo's classes. The neighborhood is subsidizing the rest of the cost.
Litter Outa Lyndale Now with Graffiti Clean Up!
Saturday, October 13th
10 am to 12:30 pm
Meet at the Lyndale Neighborhood Office 3537 Nicollet Avenue to help clean
up the Neighborhood.
On Saturday, October 13th the Environment Committee will be hosting the
annual Fall Litter Outa Lyndale. For this clean up were also going to be
cleaning up graffiti on city utilities, like light posts and utility boxes.
Their will also be a pot luck barbeque at the office starting at 12:30, so
come help clean up the neighborhood and then hang out with the environment
committee. As always, well have bags and gloves from the city. Questions

Monstrous Crime Out

We will be walking the neighborhood as a crime prevention strategy. Bring
the kids, dogs, aunts, uncles, neighbors, and friendly monsters. Costumes
are optional, but this is a great chance to try out costumes before
Halloween. Unfriendly monsters and drug dealers are not welcome. For more

Community Safety Forum

Many of us are grieving the violent death of Mark Loesch, whose body was
found by neighbors in the 3700 block of Elliott the morning of September
13th. Neighbors are saddened, shocked, and angry at this incident and other
acts of senseless violence that have taken place in our community in recent
weeks. Although not as widely reported in the press, a resident of 3732
Oakland was hit by a stray bullet through his front window on the evening of
September 13th and is now at HCMC.
Third Precinct Inspector Lucy Gerold, Homicide Lt. Amelia Huffman, and other
Minneapolis Police personnel will attend this forum to address the community
and answer questions.
Please join your neighbors, community leaders, and faith leaders at this
important meeting to discuss the safety of our neighborhoods and the actions
we can take together to make them safer.
This meeting is cosponsored by the neighborhoods of Central, Powderhorn
Park, Bancroft, Bryant, Kingfield, and by Sabathani Community Center,
Central Weed & Seed, and MADDADS. Park Avenue Methodist and Pastor Oglesby
have graciously offered to host this meeting.

New LNA Housing, Planning, and Development Committee
LNA is forming a new Housing, Planning, and Development Committee. The
purpose of the Committee will be to work on the built environment of the
neighborhood. The HD&P will be responsible for making recommendations to
the board related to: housing and economic development programs, zoning
requests, and the built environment of the neighborhood.
Were going to be holding an organizational meeting in October (no long-term

City of Minneapolis Street Lighting Policy
The Minneapolis Public Works Department is finalizing its Street Lighting
Policy and Program which has been in the development process for several
years. We will be having nine community open houses in September 2007 at
various locations. These meetings will serve as opportunities to share
information about the proposed Street Lighting Policy and Program, as well
as gather community input.
The City of Minneapolis Street Lighting Policy and Program will support the
City's efforts around livable communities and urban development.
Appropriate lighting levels are a security and safety issue.
A policy will help to ensure that all areas of Minneapolis receive
consistent treatment, and will give clear guidance to elected officials,
residents, developers, and the Department of Public Works on all aspects of
street lighting system installation and maintenance.

Draft Community Engagement Report
The Minneapolis Community Engagement Task Force has released a preliminary
report. The report will also be presented for input and feedback at several
community forums.

Following the community forums, the task force will reconvene to incorporate
the communitys input into its final report, which will be submitted to the
Minneapolis City Council and Mayor in mid-November.
The task force began by recommending that the City adopt a set of core
principles to formally document its commitment to community involvement. The
recommendations expand upon the Citys current practices and aim to
institutionalize the community input process. They are also designed to
broaden the ways the community can be engaged with the City, expanding
beyond geographic-based groups to also encompass other community
organizations such as business associations, cultural communities, and
advocacy groups.
Report highlights include recommendations to:
* Broaden the types of organizations eligible for community engagement
resources
* Require increased accountability when resources are allocated
* Create a citizen commission of community engagement
* Allocate resources and staff for administration of adopted
Neighborhood Revitalization Program (NRP) action plans and contracts beyond
2009
* Support increased follow-up communication between the City and
community members who have provided input during decision-making processes

Minneapolis to host public meetings to discuss Citywide Ten-Year
Transportation Plan and Streetcar Feasibility Study
The City of Minneapolis is hosting eight public meetings to discuss the
Citys draft Ten-Year Transportation Plan and its Streetcar Feasibility
Study. The public will have an opportunity to provide feedback on plan
recommendations and to discuss key transportation issues facing Minneapolis.

The Citys Ten-Year Transportation Action Plan Access Minneapolis is
being created to identify steps that the City and its partner agencies
(Metro Transit, Metropolitan Council, Hennepin County, Minnesota Department
of Transportation) need to take within the next 10 years to improve the
current transportation system and ready it for continued growth. While the
Access Minneapolis plan is based on a long-term (2030) view of
transportation needs, it focuses on actions that should be undertaken
throughout the city over the next 10 years, recognizing that this timeframe
is subject to the availability of funds.
The Streetcar Feasibility Study recommends a long-range streetcar system and
identifies initial operating segments that might be good short starter
segments. The Study evaluated 14 Primary Transit Network corridors to
determine if the operation of streetcar in some of those corridors would be
physically, operationally and financially feasible. The study addressed
capital and operating costs, impacts on transit service, development
opportunities, physical constraints, ownership and operation alternatives,
maintenance and storage facility locations and funding alternatives.

Hennepin County to sponsor household hazardous waste collections in
Minneapolis
Hennepin County and the City of Minneapolis will hold community collection
events to help county residents safely and properly dispose of their
unwanted garden and household hazardous wastes.
Collection events will be held Thursday through Saturday from 9 a.m. to 4
p.m.
* September 20 September 22 at the City of Minneapolis Public Works
Snelling Avenue Garage, 3607 E. 44th St., Minneapolis
The county will accept many household hazardous wastes, including mercury
items: fluorescent bulbs and HID lamps, thermostats and thermometers;
pesticides; electronics: computers, televisions, VCRs, stereos, etc.;
automotive wastes: fuels, fuel additives, starter fluid and waxes; aerosol
cans, paint, lead-based paint chips, solvents and thinners; pool,
photographic and hobby chemicals; rechargeable tools, household batteries
and lead-acid batteries. Items are accepted from households only. Business
waste cannot be accepted.
Residents are asked to transport household hazardous waste in sealed
containers, in a plastic lined box, in an upright position. All containers
should be 5 gallons or less in size, and properly labeled with the contents.
These collection events provide residents with convenient neighborhood
locations to bring their problem wastes. Last year, approximately 2,800
participants properly disposed of over 200,000 pounds of hazardous waste and
problem materials at these collection events.
As a year-round alternative to these collections, Hennepin County also
provides residents with permanent drop-off facilities located at 1400 W.
96th St., Bloomington; and 8100 Jefferson Highway, Brooklyn Park.
